This is a nice original Wehrmacht (Heer) Volunteer Collar Tab as intended for a 'Schütze' within the 'Nord-Kaukasien' Legion. The collar tab is nicely executed in the so-called 'BeVo' weave technique. I've found a few of these collar tabs, you will get a similar example as shown in good unissued condition. Sadly it is only a single one, but still a nice 'Ostvölker' item in mint and unissued condition!
